Respirator fit testing

Help ensure worker safety with properly fitted respirators

Assigning a respirator is not enough to protect workers from airborne contaminants. A respirator only provides effective protection when air passes through the filter and does not leak into the breathing zone due to a poor facial seal.

Tight-fitting respirators therefore must be fit tested to confirm they seal properly to the wearer’s face. Without a proper seal, harmful substances such as dust, fumes, vapours and biological agents may bypass the filter and enter the lungs, posing serious health risks.

Under the Health and Safety at Work Act 2015 and AS/NZS 1715:2009, fit testing is a legal requirement. It is the duty of the person conducting a business or undertaking (PCBU) to:

  • Ensure RPE is of suitable size and fit for each worker
  • Arrange fit testing before RPE is first used
  • Ensure each worker is fit tested for every model and size of RPE they use
  • Repeat fit testing at least annually, or sooner if facial changes occur (eg, weight change, dental work or surgery).

Fit testing and RPE program support

Fit testing is a vital part of a comprehensive respiratory protective equipment (RPE) program.

ALS offers both recognised fit testing methods:

It covers respirator types, fitting, maintenance, limitations, legislative requirements and fit testing methods (qualitative and quantitative).

  • Qualitative fit testing – a pass/fail method using a test agent with a distinct taste or smell. Suitable for half-face respirators.
  • Quantitative fit testing – uses specialised equipment (e.g. PortaCount) to measure leakage and calculate a fit factor. This test is required for full-face respirators and tight-fitting powered air systems.

Fit testing must be conducted by a competent person trained in validated procedures. While formal certification is not mandatory in New Zealand, following best practice such as the Commit2Fit scheme endorsed by the New Zealand Occupational Hygiene Society (NZOHS) is strongly recommended.

Importantly, fit testing is only one element of a complete RPE program. A robust program should also include:

  • Respirator selection based on hazard assessment
  • Worker training in correct use and maintenance
  • Enforcement of facial hair policies
  • Record keeping and re-testing protocols
  • Ongoing review and program evaluation.
